Parenting failures enable teen substance abuse, report says

WASHINGTON - Bad parenting plays a role in teenage substance abuse, according to a report released Thursday by the National Center on Addiction and Substance Abuse at Columbia University.
The report was based on a survey conducted by CASA and presented by CASA's chairman and president, Joseph Califano.
