Sen. Clinton outlines Iraq legislation

WASHINGTON - Sen. Hillary Rodham Clinton, D-N.Y, said Wednesday she plans to introduce legislation to cap troop levels in Iraq.

The proposal would also require congressional approval to send more troops to Iraq, continue funding for Iraqi security forces and demand other changes within six months. "We need to start having a discussion that will lead to a change of course," she added.

The senator announced the plan at a Capitol Hill news conference where she discussed her four-day trip last weekend to Iraq and Afghanistan with Sen. Evan Bayh, D-Ind., and Rep. John McHugh, R-N.Y.
