States Find Out Who's Best for Raising Children

WASHINGTON _ For raising children, Maine is the nation's best spot.

That's the conclusion of the annual survey by the non-profit Children's Rights Council. "We seek to instill a sense of a friendly competition between the states," said David L. Levy, the council's president, as the group released the study Tuesday.

Maine jumped from eighth last year to claim No. 1. And New England swept the top five spots, placing Massachusetts, Connecticut, Vermont and New Hampshire after Maine. At the bottom of the rankings, Washington, D.C., had the lowest position for the third straight year.
