Transportation study finds urban evacuation planning inadequate

WASHINGTON - Public transportation in major cities such as Washington and New York can be convenient and easy. Although rush hour surges crowd buses and trains, many commuters rely on them to get to work.
But when major urban areas are forced to evacuate because of an attack or natural disaster, public transit lines aren't used to their capacity.
